HOS Survey Vendors

The Centers for Medicare & Medicaid Services (CMS) developed the Medicare Health Outcomes Survey (HOS) Vendor Program to establish standardized data collection to promote comparability of results across Medicare Advantage Organizations (MAOs). MAOs contract with a CMS-approved HOS survey vendor to administer the survey using a mixed mode (mail and telephone) protocol. To become a CMS-approved HOS survey vendor, an organization must demonstrate that it has the capability, experience, and personnel to collect and report accurate HOS survey results.

Survey vendors administer the HOS using the HEDIS protocol described in HEDIS Volume 6 and adhere to all guidelines in the 2024 Medicare Health Outcomes Survey Quality Assurance Guidelines and Technical Specifications (QAG), including guidelines for protecting member confidentiality and requirements for protocol adherence. The 2024 materials were released in April 2024. For reference, instructions for how to access the QAG and HEDIS Volume 6 can be found on the HOS website, Survey Administration page.

This table lists the survey vendors that are approved to administer the HOS in 2024, including contact information for the organization’s primary contact. The approved survey vendors successfully completed HOS survey vendor training in Spring 2024.
